How do I get RAD to stop trying to access the internet when it first starts up?

Hello,

Every time I start Embarcadero RAD Studio 10.2 I get pop up warning dialogs indicating that the certificates are incorrect and if I want to continue.

I have tracked down the reason for these warnings to pop up and it is directly related to our proxy settings within our network.

Instead of me tracking down the ports, IP address or URL's I'd prefer to just stop RAD from attempting to access the internet. I understand the implications such as updates, news, etc. are queried to "help me stay informed."  

Can someone please help mew turn off automatic internet access by RAD Studio at start up?

I'd attach a file showing the pop-ups but this editor "Insert->Insert File " just opens a "RESPONSIVE FileManager with a line indicating "File Not Found"

I suspect there is another issue with the above.
